Registration Guidelines and Tuition for Doctoral Studies for the Academic Year 2023-2024:

  • Students may register for courses after receiving notification of acceptance into the doctoral program.
  • Registration: Students should submit a completed and signed registration form to the registration center at the following email address: mirsham@openu.ac.il.
  •  Tuition fees: The full tuition fee for doctoral studies is 15,423 NIS (as of November 2023).
  • Students pursuing a doctorate will be required to pay a cumulative tuition fee of at least 80% of the full tuition for the first two years of study. For each of the first four semesters of study (excluding the summer semester), 20% of the full tuition must be paid. Starting from the fifth semester until approval for the degree is granted, 5% of the full tuition must be paid for each semester.
  • Students taking supplementary courses towards a doctorate will be required to pay 25% of the full tuition for each year of supplementary studies, regardless of the number of courses taken.
  • Students receiving full or partial funding through employment agreements, governmental, public, institutional, or other sponsorship pay 25% of the specified tuition.
  • Changes such as course swaps, deferments, or cancellations do not incur service fees. The changes are subject to approval by the doctoral committee and should be coordinated with Dr. Sagit Zilberberg, the program coordinator, at sagitzil@openu.ac.il. Requests for changes should be submitted via email.
  • Course cancellations do not incur service fees. In this case, no refund will be provided.
  • Please note that acceptance to a doctoral program is applicable only to the semester for which the application was submitted. Studies may not be deferred. Students accepted into the program who do not enroll in courses must reapply the following year.
  • Tuition for the doctoral studies program, including supplementary studies, is fixed and is not related to length of studies, number of courses, or study hours.
  • Enrollment in the doctoral studies program is contingent upon payment of tuition fees. Tuition for the doctoral program must be paid until the degree has been approved, including while doctoral work is being done. Tuition must be paid for each semester, even if no courses are taken. Requests for tuition payments will be sent to students via email and the online administrative service system (i.e., Sheilta).

Scholarships are available for students admitted to the program. Detailed information on applying will be published on the program's website. Students who cancel their enrollment after being accepted via scholarship will be required to pay service fees and cancellation costs.
