Delivering Excellence for All in Israel 33 The OUI has the highest enrollment of students with disabilities among Israeli universities. Over 1,000 students with special learning needs are currently enrolled, including those with learning disabilities, attention deficits, and other disabilities, such as hearing or visual impairments, motor disabilities, chronic illnesses, and sensory, emotional, or neurological disorders. The Open University’s unique distance learning approach allows these students the flexibility to study from home or at one of fifty study centers across Israel. Hybrid options also enable students to combine in-person and online learning, allowing each student to study at their own pace. To support these students, the Open University established the Eitan Center which ensures that study materials and the physical environment are fully accessible. The Center offers various services, including diagnostics, learning modifications, and tailored learning methods.
